This is for an Inter-Organization migration scenario. Please keep in mind that you will have to use the 'Synchronize and Update Mailboxes' wizard for each project after each batch of mailboxes are migrated. You will also have to use the 'Synchronize and Update Public Folders' after each batch of Mailboxes are migrated.

  1. Use the EMCLI Dirsync command line utility. This will synchronize the mailboxes and distributions lists in the Global Address List (GAL) in the source and target sites of the project reference in the EMCLI DIRSYNC command.

  2. Migrate all Custom Recipients to the target since the EMCLI Dirsync command will not synchronize them. Now you have a completely synchronized GAL.
  3. Migrate all Distributions Lists (DL). If you do not migrate all the DLs, and they have delivery restrictions in the source you will not be able to mail these DLs from the target.
  4. Migrate the Public Folders, so when the first mailboxes come over to the target Organization the Exchange environment is complete.
  5. Migrate the mailboxes.
