The Mid Yorkshire Hospitals NHS Trust operates hospitals in Wakefield, Dewsbury and Pontefract serving more than half a million people living in the Wakefield District and North Kirklees in the north of England. The Trust also runs specialist regional units treating spinal injuries and burns, and employs approximately 7,000 staff in total.
With up to 100 account creation requests a month for new staff members at The Mid Yorkshire Hospitals NHS Trust, account management presented a significant challenge for the Trust's IT department. Adding users manually was time-consuming and expensive. Conversely, employees leaving the Trust would often fail to notify the IT department, meaning their user rights could remain unrevoked even after they had left.
"Previously, the average time for setting up a new user account and going through the necessary authentication stages was two weeks," said Daniel Grogan, i-services Supervisor at The Mid Yorkshire Hospitals NHS Trust. "Also, the last thing people do when leaving a job is often notifying the IT department, meaning that there was a delay in the removal of leavers' access rights."
Once granted an account, users had to remember multiple sign-on details for each of the Trust's applications. The helpdesk service, managed by a third-party vendor, was receiving approximately 300 calls a month to reset forgotten passwords.
The Mid Yorkshire Hospitals NHS Trust worked with Salford Software, a Platinum Partner, to deploy Identity Manager and SecureLogin. The Trust selected our technology as many of the IT staff were keen advocates of its renowned stability and reliability.
"We consider ourselves a 'NetIQ (now a part of Micro Focus) Trust' in that so many of our employees are used to and enthusiastic about working with NetIQ solutions," said Grogan. "Also, we knew that NetIQ has a history of successful projects with the NHS. Salford Software provided a superb service, bearing with us as we worked on understanding HR processes so that we could implement the NetIQ solutions in the most useful way possible."
Identity Manager extracts personnel data, such as leavers and joiners, from data tables generated from the Trust's employee staff records (ESR) solution. New user accounts are populated by Identity Manager, providing network log on, e-mail accounts and access to the network directory for each new employee. End users are also able to request an account online, eliminating the need for account creation calls to the help desk.
"Our ESR includes records for 80 percent of our workforce, including all management and clinical staff," said Grogan. "We use extracts from the ESR to provision new users at the click of a button, ensuring accounts are already set up for employees before they join the organisation."
Once the system has generated a valid account, the Trust uses SecureLogin to offer users single sign-on capabilities for 13 business-critical applications. This reduces the need for users to remember multiple passwords, and there are plans to extend the solution to other applications in the future.
"We have had more than 99 percent positive feedback from the current set of users," said Grogan. "They are most impressed with being able to instantly gain access to everything they need, rather than spending time signing into each application in turn and remembering numerous passwords."
The quick and easy user provisioning offered by Identity Manager has significantly cut the IT department's workload. New employees enjoy instant access to the applications they need, and at the other end of the spectrum, leavers' accounts can be immediately revoked.
"Skilled IT staff do not waste time manually creating accounts any more, and we have much better control over the access rights of those leaving the organisation," said Grogan. "If there is no activity on an account for 90 days, user rights are automatically withdrawn."
A study by Salford Software estimated that if the scheme used at The Mid Yorkshire Hospitals NHS Trust were replicated across the UK's 375 NHS Trusts, it could make savings of £75 million over five years.
