cause
NetIQ Technical Support has identified that this is a known issue with Group Policy Administrator 5.0.

fix

Hotfix 53665 addresses an issue where you cannot migrate Group Policy Objects (GPOs) between domains if the source domain is unavailable.

To install this hotfix:

  1. Download Hotfix 53665 by going to https://support.netiq.com/gpa and clicking Hotfixes.
  2. Close all GPA user interfaces.
  3. Run the GPA50000_Hotfix53665.exe file on each computer where you installed the GPA Console.
This hotfix modifies the faGPR.dll file. By default, GPA installs this file in the Program Files\NetIQ\Group Policy Administrator\Bin folder.
