Importing an existing 3.1 SP4 Access Gateway configuration in to the Administration Console by changing the device IP address is not supported. It results in inconsistent behavior.
The recommendation is to freshly install the 3.1 SP4 Access Gateway pointing to the existing configuration on the Administration Console.
