As a Security Administrator, you need to set the access permissions for the Manage Teams item within the Identity Manager Home Page.
Log in to Identity Manager Home Page as a security administrator.
Click the Navigation and Access link.
Select Home Page in the Navigation Area under Navigation Access Permissions.
Select Manage Teams under Navigation Item.
Select the users in Manage Teams Trustee for whom you want to allow the access.
Click Save.

NOTE:Except the Security Administrator, the Manage Teams item is not visible to other users within the Identity Manager Home Page.
