For many users, the default set of packages you can install with Designer addresses all the relevant areas of their Identity Manager environment.
However, at some point you may need to create a custom package outside of the default packages provided by NetIQ. You might need to modify a shipped package, copy a shipped package, modify and rebrand that package for use in your environment, or create a completely new package for a custom driver.
