Requirements for the DRA Reporting include the following:

Communication Security Protocol: SQL Server must support TLS 1.2. For more information, see TLS 1.2 support for Microsoft SQL Server. SQL Server must have an updated TLS supported driver installed on the DRA server. The suggested driver is the latest Microsoft® SQL Server® 2012 Native Client - QFE The same TLS protocol version must be supported in the operating system of both SQL Server and the DRA Administration Server. For example, only TLS 1.2 has been enabled.
