Navigate to Configuration > Remote Access VPN > Network (Client) Access > Group Policies > Add > Servers.
Specify the name of policy in Name.
Specify the text to display as message in Banner.
Click More Options then select Clientless SSL VPN and SSL VPN client as the Tunneling Protocols.
Click OK and Apply.
