“I recently upgraded to iManager 2.7 and everything works, except the header doesn’t show up correctly. The links that should be on the top of the page are all jumbled up, and the images do not show. I have tried it from multiple machines and different browsers, all with the same results.”

I had the same issue after upgrading to NetWare 6.5 SP7. Here’s what I did to fix it:
1. Unload all instances of apache, adminsrv, and tomcat4 and tomcat5.
2. Rename the folders with a .bak extension so as not to lose any unique conf files.
3. From the NetWare 6.5 product CD, reinstall Apache, the

Check your httpd.conf file. I think iManager the 2.7 install seems to have “forgotten” to comment out or remove the include for the tomcat4 npds-Apache.conf file. Mine was trying to load both the tomcat4 and tomcat5 nps files, so after commenting out the tomcat4 include (and
