Exchange Migrator licensing is based on mailbox migrations. When mailboxes are migrated, the license count is reduced by the number of mailboxes that were migrated.

Exchange Migrator will operate within the limitations of the installed license. The license has two limitations, 'License expires' and 'Unused mailbox migrations'. You can migrate up to the number of mailboxes the license allows; however, you can migrate an unlimited number of distibution lists, custom recipients, and public folders as long as the license has not expired.
