cause
This problem occurs if a Directory and Resource Administrator (DRA) Web Console ASP page was either viewed or edited using Visual InterDev or FrontPage. When editing or viewing any DRA Web Console ASP pages using Visual InterDev or FrontPage, a directory beginning with _vti_ is created on the IIS server running the DRA Web Console.
fix
In order to resolve this issue, please delete all folders beginning with _vti_ under \Inetput\wwwroot\DRAWeb\WebConsole directory.
