Exchange Migrator appends the target mailbox ACL to the source Public Folder. It does not replace it. This means that after you have reACLed the source public folders both the source and target mailbox could conceivably access the public folder.
  • Microsoft Exchange Site to Site Replication is extremely important when trying to reACL a source Public Folder. It is imperitive that replication between sites has fully completed before using the 'Update Source Public Folder permissions' option. If replication has not fully completed, then reACLing will not work. You may have to wait several hours for the Site to Site replication to complete.
